Europe receives over 700 million international tourist arrivals annually — and 65% visit cultural and heritage sites. Yet the digital tools available to tourists and heritage operators are fragmented, English-centric, and designed for transactional booking rather than cultural discovery. LUCY-HERITAGE addresses this directly. Lucy AI Ltd has built a near-production AI concierge that operates in 30+ languages with cultural intelligence specifically designed for heritage tourism contexts. Rather than treating tourists as booking transactions, Lucy helps visitors understand cultural context, navigate heritage sites respectfully, access services in their native language, and discover authentic cultural experiences. This project will do three things Europe's cultural tourism sector urgently needs: 1. Produce the FIRST evidence base on how AI-powered multilingual guidance enhances cultural tourism experiences — a 36-month study across multiple EU heritage sites with real visitors from diverse backgrounds. 2. Publish an open-source Cultural Intelligence Framework for AI in heritage tourism — free for all EU museums, castles, archaeological sites, and cultural venues to deploy. 3. Demonstrate that responsible, inclusive AI drives visitor satisfaction, longer stays, higher spending, and repeat visits — proving cultural heritage operators that AI investment pays for itself. The European Commission has invested billions in cultural tourism infrastructure. LUCY-HERITAGE shows how AI can multiply that investment's impact by making heritage accessible to linguistically and culturally diverse visitors who currently feel excluded.

Europe's cultural tourism market is €650B+ annually but faces a critical challenge: UNESCO World Heritage sites, museums, and archaeological attractions struggle to serve non-English-speaking visitors at scale. CURRENT PROBLEMS: • A visitor to the Colosseum in Rome, speaking Farsi or Mandarin, gets generic Google Translate and a printed map — not cultural context • Museum audio guides cost €50k–€200k to produce in multiple languages and go out of date in 2–3 years • Small heritage operators (rural castles, archaeological sites) cannot afford multilingual guides — they lose visitors • AI chatbots exist but are generic, often hallucinate false historical claims, and offer no cultural sensitivity • Visitor data is siloed — heritage operators don't know if AI improved satisfaction or visit length THE OPPORTUNITY: The EU's cultural tourism strategy (European Tourism Competitiveness Framework, Digital Decade 2030) explicitly calls for "AI-enabled, multilingual, sustainable tourism experiences." But there is no published model, no evidence base, no open-source toolkit. Lucy AI Ltd has already built what the strategy demands — and this project will validate it, study it, and publish it as an EU standard. COMPETITIVE ADVANTAGE FOR HERITAGE SITES: • Real-time, AI-powered guidance in 30+ languages — no translation delays, no outdated content • Cultural context engine — explains historical significance, local customs, respectful visitor behaviour • Accessibility — voice-first interface for visitors with visual impairment or low digital literacy • Operator analytics — understand which exhibits attract engagement, which languages dominate, which services guests request • Revenue upside — AI can suggest nearby restaurants, tours, premium experiences — heritage operators get commission This is not a research project about AI in the abstract. It is a research project that will produce a toolkit every European heritage operator can use immediately.

Working Draft: This proposal reframes the same Lucy platform and consortium around HERITAGE-06 cultural tourism angle. Submission strategy: evaluate both DEMOCRACY-04 and HERITAGE-06 independently, select strongest fit or submit both if timeline/resources allow.
